This seminar, sponsored by 188体育 and the Congressional Planning and Budget Research Department (CPBRD) of the House of Representatives, aims to deepen understanding of zero-based budgeting (ZBB) approach of program evaluation for national budget decisionmaking. The first seminar in this series held on July 3, 2013 at the House of Representatives focused on determining whether the reforestation program of the DENR has been successful in attaining its stated objectives and in mitigating the adverse impacts of climate change on forest resources and the natural environment. Dr. Danilo C. Israel, Senior Research Fellow of 188体育, was the resource speaker in this seminar.
