Understanding women鈥檚 situation in grassroots organization may aid the evaluation of the women鈥檚 general developmental role. This study explores that issue from the viewpoint of a self-reliant model focusing on the low-income women who join community organization. Utilizing information from three data sources, three indicators are recommended as indices for perceived organizational effectiveness: the degree to which people鈥檚 needs are brought to the authorities鈥� attention, the degree of people鈥檚 involvement in planning organizational projects and the activities that the organization can do to deal with local problems. However, alteration of final indicators is recommended should a need for clearer operation exist.
